Dr. Faizi, Vice-Chancellor of International Affairs meets Mr. Guillum Huard, Regional Health Advisor of France for Middle East at the Iran-France Scientific Collaboration Office of the university

On Monday, July 23, 2018 Dr. Faizi, Vice-Chancellor of International Affairs, meets Mr. Guillum Huard, Regional Health Advisor of France for Middle East with the presence of Dr. Ziaei, Vice-Chancellor of Academic Affairs. At first, Dr. Faizi welcomed everyone and introduced Shahid Beheshti University of Medical Sciences and the efforts to expand its scientific activities with the French State and presented a report on the activities of the Iran-France Scientific Collaboration Office (IFSCO). He said, in line with the mission of this office he has tried to exploit the capacity of cooperation between Iran and France at the national level. Moreover, he mentioned the joint Iranian and French seminars in Emergency Medicine, Infectious Diseases and Hospital Management, and a one-week observation session at SAMU and granting a certificate from AP-HP Paris to a number of Faculty of Emergency Medicine from the country. They also described the signing of a memorandum of understanding with Paris Descartes University and the Paris Hospital (AP-HP) as well as the program for the joint emergency medicine diploma.

He added: "Our goal is to work with all the scientific centers of the world and in particular with the universities and research centers of target countries designated by the Ministry of Health, including France." At the end, he thanked the French Embassy in Iran for it's  continued support, and Jean-Christophe Bonté, Scientific and Technical Attaché of French embassy, as well as the efforts of Dr. Heshmati.

    

In this meeting, Dr. Emami-Razavi, the secretary of the High Council for Medical Planning, emphasized on the use of the capacity of all the universities of the country, and the necessity for Iran and France to cooperate at the national level and Shahid Beheshti University of Medical Sciences acting as a trustee for cooperation with the country. 

Dr. Ziaei, the Vice-Chancellor of Academic Affairs, expressed his concerns in the field of education and health, and emphasized the cooperation with other countries, including France, to facilitate scientific exchanges in line with national interests, and to develop cooperation and operational agreements between the two countries.

At the meeting, Dr. Fereshteh Motamedi, head of the Neuroscience Research Center, introduced the capacity for scientific cooperation, with French research centers. The meeting was also attended by Dr. Seyyed Abbas Mousavi, Chancellor of Mazandaran University of Medical Sciences, Dr. Hossein Mashhadi Abdollahi, Director of International Affairs of the Tabriz University of Medical Sciences, Dr. Mostafa Tavirani, Director of Research Affairs at the university, Dr. Miryounesi, representative of the Genomics Research Center, which outlined the opportunities ahead and the activities of scientific cooperation with the French educational and research centers. 

In the following, Mr. Guillum Huard, Regional Health Advisor of France for Middle East, said: "There is a willingness in France to cooperate with the professors of Iranian universities, as well as in fellowship and subspecialty courses are welcome to Iranian students. He further noted the importance of the hospital management by the unuversities.

Referring to the cooperation that exists between a number of Iranian medical schools and the French state, he noted: Within the next few months, a cell-therapeutic meeting will be held in which Shahid Beheshti University of Medical Sciences and Tehran University of Medical Sciences will participate in this meeting.

Mr. Guillum Huard, also pointed to the existence of different areas of cooperation, noted through the exchange of knowledge that we could see good cooperation and announced the readiness of the French State to hold short courses and workshops, especially in the field of modern science, and he expressed his hope that the cooperation would be implemented. 

After the meeting Mr. Huard visited the Endocrinology Research Institute. Dr. Azizi, head of the institute, presented the activities of the Endocrine Research Institute with the WHO in the past years. He also referred to the activities of the Institute's research collaboration with three centers in Europe and a center outside Europe in line with Horizon 2020, and expressed the interest that the Institute could establish and implement joint projects with France in the Horizon 2020 projects.

In the follow-up, Mr. Huard, Regional, said there was a lot of cooperation with the institute, saying the institute could be a good alternative to collaborating with the institute on diabetes, and it would be beneficial to conclude a Memorandum of Understanding between them.

In conclusion, Dr. Azizi, along with Dr. Faizi, Dr. Heshmati, and some of the professors of the institute, Mr. Huard, and Mr. Bonte, the visited the research center. After this visit, the entire group had a visit and complete tour of the Institute of Gastroenterology and Liver Diseases of the university.

 After this meeting, Mr. Huard and his delegation met with the Chancellor of the university at the university headquarters. At the meeting, the Chancellor of the university welcomed Mr. Huard and the guests with the comprehensive introduction of the university, and then introduced a comprehensive health promotion plan, which currently 11 million people are covered by health insurance. Dr. Aghajani said: "By reducing the share of patients paying from 37% to 8% of health care costs and improving the quality of services in state-run medical centers, we are now seeing a dramatic increase in patient satisfaction. He also announced that monthly payments for health care personnel are based on their performance, which has led to an improvement in the motivation of healthcare personnel. He also pointed to the special attention paid to fertility centers in encouraging young couples to have normal delivery at well-equipped health centers, with the efforts made to establish and rehabilitate hospitals throughout the country to equip the country's emergency medicine with the fleet and strengthen the fleet by purchasing new equipment and cars.

Referring to the memorandum of understanding with the Paris Descartes University and the Paris Hospital (AP-HP), the joint emergency medicine diploma course and the certification of the AP-HP Paris  was given to a number of emergency medicine specialist in the country. Dr. Aghajani emphasized the need for a serious follow-up of this collaborative effort. He expressed hope that scientific and educational projects with France would be developed and strengthened in the near future. Also, according to the experience in assembling diagnostic laboratories on the establishment of a reference and central laboratory, he emphasized the experience of the French state in this regard, as well as the will of the university to establish a Simulator Center for medical students, and he expressed his hope that the cooperation of the French centers would be beneficial. 

Dr. Aghajani thanked the French ambassador to Iran for his longstanding support and said that the long-standing friendship between Iran and France could play a significant role in advancing the academic goals of the two countries.

Further, Dr. Ziaei, the Vice-Chancellor of Academic Affairs mentioned that despite the unfair sanctions, universities in the country have grown at a global and regional level, and pointed out that despite the existing difficulties, Iran has managed to rank fifteenth in the world for science production and ranked first at the regional level. He expressed his hope that with the help of France, Iran could play a role as an effective scientific hub in the Middle East. Dr. Ziaei also appreciated and thanked Dr. Heshmati, and finally, Dr. Faizi, the Vice-Chancellor of International Affairs announced that the Iran-France Scientific and Medical Collaboration Office is ready to facilitate and strengthen the scientific cooperation between the two countries.

 At the end of the day, Mr. Huard visited Lebafinejad Medical Education Center. 

The meeting was attended by Dr. Faizi, Vice-Chancellor of International Affairs and Dr. Mafi, International Advisor of the university met Dr. Naser Simforoosh, professor and faculty member of Labafinejad hospital. Dr. Simforoosh welcomed the guests and introduced the Department of Urology and the activities of Labafinejad Medical Center over the past years. He also pointed to the presence and interest of international students from neighboring countries to take part in specialized courses and Fellowship at the Labafinejad Medical Center, which was introduced as the center's strengths.

Dr. Simforoosh, while expressing interest in cooperating with France, announced mutual capacity utilization has been highly effective in upgrading medical and health service
